A Strong, and Presidential, Performance
Bush has a tough row to hoe ahead, but last night he hit all the right buttons

He filled the suit.

As a simple matter of theater criticism it was hard to find much wrong with George W. Bush's speech last night. Billed as an address to a joint session of Congress — there's some debate about whether it can technically be called a State of the Union address this early in a president's term — it was really Bush's first night as President. Until now, the pall of illegitimacy has engulfed him. But the Miami Herald's finding that Bush would have really won Florida if all the votes had been counted, and the tragicomic Clinton follies combined with the sheer majesty of speaking from the podium all added up to making Bush look like the President. It helped, too, that unlike his inaugural or his convention speech last summer, he left his parents out of it. No cutaways of George and Barbara, weeping with pride over this boy of theirs.

Some speeches fit the man and some don't. This one did. Bush's inaugural was hyperpoetic, filled with rococo imagery of "ghosts in the storm" and "travelers in Jericho." This time, it was plainspoken like the man: A little bit funny, a little bit tough. It was Andover and Midland. It had West Texas touches of humor but also echoes of Bush's grandfather, Connecticut sdenator Prescott Bush. When Dubya said of America "to whom much is given much is expected," he could have been talking about himself and his own privileged background. His talk about the nobility of government service was more Grandpa than Reagan.

It started from the get-go. Bush's joke about half of Congress not inviting him tonight was a tacit admission about how close the election had been. Had Bush talked about fixing America's lousy voting machines — there are bills in Congress to prevent another chad disaster — he would have nailed it even more. But the humility sufficed. His acknowledgment that statistics show a country thriving and stumbling at the same time also seemed to capture the national mood just right.

The panders to Democrats were sometimes over the top, but it did the job. There was the tip of the hat to the black Democratic mayor of Philly and the black-Hispanic couple (twofer!) of West Chester, Pa. (Why all the fawning over the Keystone State?) He saluted the ailing Democratic congressman Joe Moakley. He quoted JFK and threw a bouquet to self-styled deal maker, Louisiana senator John Breaux. By comparison, poor Dick Gephardt and Tom Daschle seemed niggling and churlish in their Democratic response. Although you have to feel sorry for them: the faux library of a House office is no match for the live action drama from the chamber floor. It was all there: the dramedy of Sen. Hillary Rodham Clinton, the swagger of Secretary of State Colin Powell, the vanquished Joe Lieberman and the absent Supreme Court. Like a party where you know people hate each other, you kept wondering who would bump into whom.

The problem for Bush is that this isn't a one-night performance. He has to convince Americans that his huge tax cut isn't just fuzzy math and wishful thinking. Bush avoided such hot buttons as his anti-abortion rights position and his wanting to drill for oil in Alaska's protected wilderness. He flicked at what he calls the "death tax," but Democrats will remind voters that the move would funnel billions to the superrich. Bush's education plans sounded good from the rostrum, but it'll be all but impossible to sell Congress on vouchers for religious schools. Missile defense? It might be an easier sell if the Pentagon could get the thing to work.

But that's tomorrow's problem. For now, Bush had the kind of night he wanted. He should enjoy it while he can.

In a long, winding, surprisingly funny speech, Bush sells his tax cut with a flourish and signals that a new president is indeed in town BY FRANK PELLEGRINI

Wednesday, Feb. 28, 2001 In the second first big speech of his month-old presidency, George W. Bush actually opened with a joke.

"I thank you for your invitation to speak here tonight, to outline a new budget and a new direction for our country. I know Congress had to formally invite me, and it could have been a close vote... and I'm grateful Vice President Cheney was here to break the tie."

This was the longest speech of Bush's political career — at 49 minutes, even longer and more detailed than anybody expected — and nobody knew what to call it. Too early in the term, perhaps, to be called a State of the Union address (though apparently the Senate historian OK'd that handle). All the TV chyrons went with "Address to Congress," and that was closer.

But this was more — a reintroduction, and a badly needed one for a new president with exactly one White House press conference to his name who'd been tiptoeing around Washington for a month while the old Godzilla's last steps were still toppling buildings. This was the speech that had to be good enough, and Bush enough, to take the White House back.

And of course it was Bush's big sales presentation, for the budget and the $1.6 trillion tax cut that pretty much everybody in America, including some widely publicized congressional Republicans, are a little leery of. Bush's task was to make the biggest tax cut in 20 years sound like it fit in with all the acquired political tastes of the last 10 — fiscal discipline, debt reduction, and a feel for Medicare, Social Security, health care, education.

For all these, Bush came prepared. He took the microphone at 9:10 p.m. ET, opened with that bit of self-deprecation that is his political bread and butter, and surprised some more pundits by going right at his predecessor's jugular.

"On the steps of this building, I pledged to honor our Constitution and laws, and I asked you to join me in setting a tone of civility and respect in Washington. I hope America is noticing the difference."

Bush's vaunted bipartisan charm comes from his ability to address both parties of Congress and criticize them collegially, as if the squabbling, vendetta-stained parties he's really talking about were just voted out of office yesterday. He's selling a fresh start, and to prove it, when he got down to budget business he spent the first handful of applause lines on the other guys. He wouldn't be killing any budgetary darlings, and in the nutshell preamble to the next 40-odd minutes, Bush put his cherished tax cut in the same spot the Democrats would have: At the end of the shopping list, after milk, eggs and entitlements.

"My budget is reasonable and it is responsible. It meets our obligations and funds our growing needs. We increase spending next year for Social Security and Medicare and other entitlement programs by $81 billion. We have increased spending for discretionary programs by a very responsible 4 percent, above the rate of inflation. My plan pays down an unprecedented amount of our national debt, and then when money is still left over, my plan returns it to the people who earned it in the first place."


Echoes of Clinton
Bush could have stopped right there, substance-wise, after five minutes. That was the plan, that was the pitch, and if America had tuned out right then, well, certainly this Bush could understand that better than anybody. But he'd gotten the Congress and the Cabinet and a "tax family" and the mayor of Philadelphia together for this, and he'd reserved the air time on all the networks, and he had a presidential-type address to give.

So he did what Bill Clinton would have done — say it all again, with details and pint-sized porkers. The Democratic darlings came first. And the tax cut became as an afterthought. Education got the bulk of time, and Bush made sure we heard that it was his first love (yes, he likes teachers so much he married one) and his biggest outlay. "The highest percentage increase in our budget should go to our children's education. Education is my top priority and by supporting this budget, you will make it yours as well."

Tough to complain about that. Medicare and health care: "My budget dedicates $238 billion to Medicare next year alone, enough to fund all current programs and to begin a new prescription drug benefit for low-income seniors. No senior in America should have to choose between buying food and buying prescriptions." Social Security: "My budget protects all $2.6 trillion of the Social Security surplus for Social Security and for Social Security alone."

The military: just a few bucks this year, for the one Pentagon program that nobody can deny — the actual soldiers. "I am requesting $5.7 billion in increased military pay and benefits, and health care and housing." And a billion for the veterans too.

A little for the environment — toxic brownfield cleanup, and the land and water conservation fund, and $4.9 billion over five years for the national parks, but nothing about the Alaskan oilfields (that got rolled into the energy program, at the end).

Some for the "poor and disadvantaged," and that was where Philadelphia mayor John Street came in, sitting next to the First Lady by virtue of his love of faith-based initiatives and his membership in the Democratic party. Bush even set aside a whole $700 million — over 10 years — for something new called the "Federal Compassion Capital Fund." And to make sure the country could see his race-blind heart, Bush mentioned that just today he'd gotten John Ashcroft started on the problem of racial profiling.


The payoff pitch
And then, almost without warning, Bush — or his speechwriter, anyway — hit his showman's stride. Because as soon as he wrapped up again, and closed with "our surpluses are big enough that there is still money left over" — you could feel it coming. Here comes the tax cut, right?

Not just yet. "Many of you have talked about the need to pay down our national debt. I have listened, and I agree. My budget proposal pays down an unprecedented amount of public debt. We owe it to our children and grandchildren to act now, and I hope you will join me to pay down $2 trillion in debt during the next 10 years." Right. Good idea. Very prudent. Now the tax cut, right?

Not just yet. First, a trillion-dollar "contingency fund" over 10 years, for emergencies. "That is one trillion additional reasons you can feel comfortable supporting this budget." Wow. He's putting some in the bank. What a guy. Now the tax cut, right?

Almost. First, the sum-up again: "We have increased our budget at a responsible 4 percent, we have funded our priorities, we have paid down all the available debt, we have prepared for contingencies — and we still have money left over." Then the bad old Democratic way: "Last year, government spending shot up 8 percent. That is far more than our economy grew, far more than personal income grew and far more than the rate of inflation. If you continue on that road, you will spend the surplus and have to dip into Social Security to pay other bills."

Ooh, that sounds bad. Whatever can we do?

Now, the tax cut.

"See, the growing surplus exists because taxes are too high and government is charging more than it needs. The people of America have been overcharged and on their behalf, I am here to ask for a refund.

"Some say my tax plan is too big." Here Bush got a large and apparently unexpected burst of applause from Democrats that seemed to really jolt him.

"Others say it is too small." The Republicans' turn, a bigger, lustier throaty roar from all the cigar-chompers in the room.

By then Bush had grasped the comic, or at least fairytale, possibilities, and, after a short pause, delivered the last line with a smile. "I respectfully disagree. This tax relief is just right."

The applause was explosive. Bush had delivered most of the night's speech competently and without magic. Its success was in its looping, reinforcing structure, which allowed him to leave his listeners with a clear memory of his priorities without having to leave any particular phrase tattooed on their brains. The loftiest language came after that rousing tax-cut sale, in 10 minutes of rhetorical flourishes touching on how all the best things in life — from free trade to internationalism to missile defense to a military restructuring — in fiscal 2001 would be free.


Now to close the deal
In the end, Bush botched an inordinate number of those phrases, even for him. After that high note had been struck, one got the sense that Bush's brain had partially shut down, that he spent the last 10 minutes of the speech thinking about how well that tax-cut bit had gone over.

What a moment it had been, in which the President of the United States briefly turned into Cab Calloway, and House Majority Leader Dick Armey was caught on camera with his eyes welling up at the sheer fun of it all.

The next few weeks will tell if Bush closed the sale — the numbers in Congress, and the low wattage of Dick Gephardt's response afterward, say he'll probably get most of what he wants. After Tuesday night, and that Goldilocks moment, he'll be able to claim due credit for getting it.

Somewhere, Bill Clinton must be just a little bit jealous of the way the new guy can work a room.

Wednesday, Feb. 28, 2001 George W. Bush is a tough act to follow. Especially when he's practically whipping out his own personal checkbook and writing the American public a nice big fat tax refund.

And Tuesday night, Senate Democratic leader Tom Daschle and House Minority Leader Dick Gephardt learned that lesson the hard way, batting clean-up for the Democrats after the President's first (and enthusiastically received) address to Congress. It was a thankless job: After all the nearly euphoric backslapping that met the President's speech, it fell to the Democrats to make a case for boring old frugality.

Sitting stiffly in high-backed chairs in a formal drawing room, the Democrats looked like they were introducing an unappetizing episode of "Masterpiece Theatre" in which the heroes rush in armed with calculators to save their people from the ravages of indiscriminate tax reform.

Daschle hits at tax plan

Daschle began on a conciliatory note, pledging to cooperate with the President and work with Republicans in Congress to advance the causes dear to the American people. He promised to support the President's literacy initiative and ratify higher pay for members of the military. But, he said, the Democrats will not sit around and let Bush sell the country on a set of faulty numbers.

Bush's agenda, Daschle maintains, will cost upwards of $2 trillion dollars. And once the $1.6 trillion tax cut is taken out of that, Democrats say, there will be nothing left for anything else, let alone the education programs and military pay increases that are assured bipartisan support.

Then, calling the President's tax plan "deeply unfair" to everyone but the wealthiest Americans, Daschle fired a warning shot at Bush's budget priorities. "When we disagree with the President, as we do on issues like Medicare and Social Security reform, we'll fight — and we'll fight hard."

Too good to be true?

When Gephardt joined in, it was to underscore what the Democrats see as the irresponsibility inherent in Bush's plan. "If what the President said tonight sounded too good to be true," he warned, "it probably is." He went on to paint a grim picture of all the programs that would suffer if the surplus were gobbled up by a tax break: Medicare, prescription benefits, higher minimum wage and improved public schools.

As far as numbers and common sense go, the Democrats' response was solid. But in terms of political dexterity or public relations acumen, it was a bust. Daschle and Gephardt's dour response to Bush's ebullient address to Congress should serve as a stark reminder to Democrats still trying to decipher Gore's loss to Bush: Most Americans don't need or want to be reminded that life is hard, money is tight and things could be better. The gloom and doom implicit the Democrats' message may, in fact, be more realistic than the goofily optimistic tone Bush likes to set. But, as Reagan-era Democratic veterans should know, reality is often far less appealing to voters than a dose of uncomplicated good cheer.

From here, President Bush's first address to Congress sounded carefully focused, businesslike and good-natured.

For the moment, put aside the confusion of political voices that followed on the upside and downside of his budget debut. Close your eyes and listen to the basic message. Paying down the debt. Simplifying taxes. Sticking to a budget. These aren't reckless notions. These are sensible strategies to sustain economic growth.

Although he laid out a broad agenda akin to a State of the Union address, Mr. Bush never retreated from his economic vision. These points are the foundation for his new way.


IT'S ABOUT THE RIGHT SIZE. When Mr. Bush's $1.6 trillion tax cut is measured against other notable tax cuts, it comes out favorably. It is around 1 percent of gross domestic product. The Reagan tax cut in 1981 was around 1.3 percent, and the Kennedy-Johnson tax cut in 1964 was 1.6 percent. So forget all the nonsense about this being too big.

The fact that Mr. Bush has made reducing the $5.7 trillion debt a high priority should please Democrats who want to pay down that debt faster. In return for his willingness to work with them on that front, they should work with him on the tax cut.


WANT A SIMPLER, FAIRER TAX CODE? The plan compresses the five current rate brackets into four. The highest rate falls from 39 to 33 percent. Yet most other taxpayers, including those with the smallest taxable incomes, will get a break. In percentage terms, the lowest bracket of taxpayers would receive the largest reduction from 15 to 10 percent.

Critics say the wealthiest will receive the greatest dollar benefit. Yes, and for one simple reason: They pay the most taxes. They still will pay the most taxes afterward.

Finally, the tax package would eliminate two patently unfair taxes, the estate tax and the marriage penalty. In particular, women and minorities who have started small businesses in recent decades should want the estate tax reformed so they can pass those hard-fought footholds on to their children.


IT'S A SHOT IN THE ARM. A sure way to waste the surplus is to dither while stalled economic growth chips away at personal savings, investment and consumer confidence. While the current economic slowdown isn't officially a recession, returning dollars to taxpayers sooner rather than later is wise.


IT SCRUBS THE PORK DOWN. The worst way to use a surplus is to spend it in the wrong places. That's highly likely if Congress is left to stuff the pork barrel. Cutting the rate of spending growth from 8 percent to 4 percent is sensible. It's closer to inflation.

Mr. Bush's reductions are necessary companions to tax cuts. Remember, folks, the Reagan tax cuts in 1981 didn't create budget deficits. Profligate spending did. That mistake should not be repeated, even if it means tweaking the noses of corporate welfare recipients.

Mr. Bush still has to perform a deft juggling act to make room for a prescription drug benefit, to reform Medicare and Social Security, to restructure our nation's defenses, to spend more on reading.

It all can be done. But as Mr. Bush said, we must act now on tax cuts, "because it is the right thing to do. We must also act now because we have other things to do."

Why Congress Should Support Bush's Tax Cut Plan

Despite President Bush's personal appeal to Congress last night, his tax cut bill will face considerable opposition in Congress. Why? Because, according to many, the bill is unjust in that it favors the rich over the poor. Actually, the tax bill is a step in the direction of greater justice.

Consider some basic facts. The wealthiest 1% of the taxpayers pay 34% of all federal income taxes. The top 50% pay 96% of the total bill. This means that the least wealthy 50% pay almost nothing. In short, the income tax system soaks the rich—and the tax bill would remedy this to a small degree. In the name of justice the Congress should actually be demanding a tax cut that lowers the tax bill of the wealthy even more drastically.

But the opponents of the tax cut do not want justice. They want redistribution of wealth. They want to confiscate the income earned by the wealthy and give it to people who have not earned it. They want the rich—which includes the most productive people in society—to be the servants of the poor.

The moral principle used to justify income redistribution is altruism. Altruism does not mean generosity or benevolent concern for the less fortunate. Altruism means: other-ism. It is the doctrine that it is your moral duty to live for others and to sacrifice your life, property and well being for theirs. It is the code of self-sacrifice. Under altruism the productive are the ones who must give and the non-productive are those who receive. The inability or unwillingness of the non-productive to create wealth gives them a moral claim upon those who do.

The tax code enforces altruism through coercion. Earning money through voluntary trade is replaced by getting money by force in order to achieve the altruistic goal the government desires. But when the property of some people is seized and given to others, it is an injustice.

The doctrine of altruism induces (and is meant to induce) guilt. It makes the successful feel that they have no right to their achievements. The goal of altruism is to disarm the producers morally so that they will not defend their right to their lives and property. Thus the rich often support higher taxes for themselves.

Most Americans would be shocked to learn that altruism is the moral code that underlies Marxism (and thus Communism). Marx's credo was, "From each according to his ability; to each according to his need." Man has no right to exist for himself in this view; he is a servant of the state or society, to be disposed of as they see fit.

No, we have not gone all the way down that road yet, though the progressive income tax has been a step in that direction.

Altruism is the opposite of Americanism. Americanism means you have the inalienable right "to life, liberty and the pursuit of happiness," which includes property rights. It means that your life and property belong to you, not to the state or to society. It means that the government's proper job is to protect, not to violate, rights. Acting in one's own self-interest (while respecting the rights of others) is fully moral—it is the fundamental requirement of a successful and happy life. It means that you are not an object of sacrifice but a sovereign being. It means that your property belongs to you. It means that every individual, whether rich or poor, has the same rights. Self-reliance, not self-sacrifice, is the American ideal.

The Bush tax cut bill is a small remedy for a grave injustice, penalizing the successful for being successful. By all means, pass the Bush tax cut bill. But this is only the beginning of the road to a truly just society where each man keeps what he earns and has no claim upon the life and property of others.
